This move aims to further promote the application and promotion of advanced energy-saving technologies, accelerate the structural transformation and upgrading of the automotive industry, and achieve the goal of reducing the average fuel consumption of passenger cars in China to 6.9 liters per 100 kilometers by 2015.
Five departments have proposed to suspend the application of the "Vehicle Production Enterprise and Product Announcement" for new products whose average fuel consumption does not meet the standard and whose average fuel consumption does not meet the standard after the statistics of new energy passenger vehicle enterprises.
At the same time, for investment projects that involve the cross class production of passenger cars and the expansion of passenger car production capacity between newly established passenger car production enterprises and existing automobile production enterprises, if the average fuel consumption plan submitted by the enterprise cannot meet the standard, the plan needs to be adjusted; For enterprise projects that did not meet the average fuel consumption standards in the previous year, they will not be processed temporarily.
In addition, the notice also specifies that the newly revised implementation rules for mandatory automotive product certification will be fully implemented, and the implementation of national standards related to fuel consumption will be promoted; For passenger car companies that fail to meet the average fuel consumption standards or fulfill their commitment to meet the standards, supervision will be strengthened in areas such as customs clearance review, import inspection, and production consistency verification.
The five departments also require each accounting entity to submit the average fuel consumption report of the previous year to the Ministry of Industry and Information Technology on time. If it does not meet the standards, it is necessary to submit a commitment letter for improving the average fuel consumption plan, and propose specific annual improvement goals, improvement measures, etc.
